Acts 25:1-5

Chapter 25 divides into three parts – 1-5 in Jerusalem, Jews inform Festus against Paul; 6-12 plaintiffs and Paul before Festus in Cæsarea; 13-27 Festus solicits Agrippa to hear the case (13-22, explaining to Agrippa; 23-27, the court convenes).

1-5 in Jerusalem, Jews inform Festus against Paul

Verses 1-3: The Jews had perhaps despaired of Felix doing anything with Paul, possibly understanding his nature or perhaps becoming complacent after Paul had been held in custody for so long. However, with a new governor comes renewed effort. After three days of coming into his position, Festus traveled from Cæsarea up to Jerusalem. The high priest and chief leaders talked to Festus about (and against) Paul. They requested Paul be brought up to Jerusalem. They would renew their plain of laying wait to ambush Paul and kill him.

Verses 4-5: Festus would not agree to their suggested plan. He expected to soon return to Cæsarea, and required that the Jews rather come to Cæsarea. Anyone who was willing and able could travel back with him. They were free to bring their accusations against Paul, and Festus would judge “if there be any wickedness in him.”
